Dear Friend,

I am running for State Attorney to make a difference by using my time, background, education and experience to give back to the community to make it a better and safer place to live. We need to make a change to improve our State Attorney’s Office.

As your State Attorney I will aggressively combat crime and enforce our laws, institute programs to remove drugs from our schools, and prosecute crimes against the elderly. I will be accessible to you and run the office in a fair, honest, efficient and effective manner being tough when it counts.

I will improve the support, communication and cooperation with all law enforcement so collectively we can prevent the many acquittals, dismissals and reductions of charges and improve the poor trial conviction rate of this circuit. I will be a tireless advocate for the victims and a good steward of your taxpayer dollars.

Generally you can tell a lot about a person and how they will behave in the future by looking into their past.

I’ve been happily married to Tommy Milligan for 17 years. I grew up on a family dairy farm where I learned the values of family and hard work very early in life. I worked my way through college and law school because my parents couldn’t afford to send myself and my older brothers to college. The work ethic I developed during my childhood and college days is the same work ethic I have brought to my 27 years in the justice system and is the same work ethic I will bring to you. I have worked hard all my life and I will work hard for you.

Over half of my life I have lived in the Panhandle and have been actively involved in our community trying to make a difference by working in over 33 civic and charitable organizations by giving my time as a volunteer or a member of the Board of Directors and supporting such organizations as Hospice, Teen Challenge, Habitat for Humanity, Bay Medical Foundation, Gulf Coast College Foundation, Chipola Appreciation Club, American Cancer Society, American Heart Association, St. Andrews Community Medical Center and many more.

I am proud of my record of service to the community and I want to continue to serve the community of Northwest Florida where my time, background, experiences and education can best be utilized.

Professionally, I have served as a federal prosecutor, as an assistant State Attorney and as a private attorney seeking justice for over 27 years.

My goal is to make this a better and safer place for you, your family, your business and property.

If you share my philosophy and goals I ask for your vote and support on November 2. It will be a “New Day and Better Way” with “Sister” BLACKMON MILLIGAN as your next State Attorney.

Sister has now formally announced her candidacy for the State Attorney Office for the 14th Judicial Circuit. Her strategy is outlined as follows:

SISTER BLACKMON MILLIGAN’S 7 POINT EQUAL JUSTICE PROGRAM

My pledge to you the voter of the 14th Judicial Circuit:

1. I will personally conduct a criminal justice fact-finding day each month in every county within the 14th Judicial Circuit. I will improve communication and cooperation with law enforcement and I will empower and support law enforcement with knowledge, communication and cooperation, so collectively we can prevent the many dismissals, acquittals, amendment of charges and poor felony and misdemeanor trial conviction rate. I will have a liaison program with all law enforcement and personally have regular training sessions with law enforcement to develop better and consistent policies of prosecution throughout the offices in each county.

2. There will be zero tolerance for adults selling drugs to children. I will be accountable to you and businesses to improve collections of worthless checks. I will initiate an alert system to inform businesses of habitual bad check writers within the area, and I will initiate a BOLO program to alert and educate senior citizens and others of scam artists and scams.

3. I will personally make myself available each semester Local High Schools to teach a one-day class on the criminal justice system. I intend to discuss the sentencing repercussions of youth related crimes upon a teenager’s future. Our young people must understand that the choices and mistakes they make today will follow them throughout their lives. I will require youthful offenders to explain to their peers the mistakes they made and the effect it has had on their lives.

4. I will institute a one-week intern program for qualified and selected High School Seniors. The internship would be paid and require one 40 hour workweek serving as a district aide to a prosecuting attorney.

5. I will implement programs to save taxpayers money and make the office more effective and efficient, and I will save the court time, doing things such as having assistants at first appearance, using the grand jury as a charging tool, coordinating with other agencies to reduce duplicity of spending your taxpayer dollars, implementing a more aggressive forfeiture program, require assistants to meet regularly with law enforcement and to prepare in advance of trial. I will lobby court officials to develop an intake system to start at the state attorney’s office to save time and money and needless paper work, and I will compartmentalize talent and experience within the office to be more effective. I’ll implement programs to expedite the paperwork so those awaiting transfer to prison will not be a burden to the taxpayer by staying in our county jails.

6. I will personally lobby my friend and in-coming Florida House Speaker Allen Bense and Governor Bush to set up an independent task force consisting of each County‘s Sheriff’s representative, FDLE, Highway Patrol, local Game and Fish Commission officers, a Police Department member, and State Attorney office representative to combat the growing crystal meth menace that plagues our communities, and I will implement a circuit-wide task force to fight crime and share knowledge. I will fight hard in Tallahassee for resources to fight crime.

7. Finally, I will personally meet with the victims and/or family members of each victim of any crime of the first degree, or any victim if they request it, at the conclusion of the trial to discuss the case’s outcome and help to provide closure and answer any questions the trial or judicial system may have caused. I will be a tireless advocate for victims because I have seen too many of their prayers for justice go unanswered.
