Comments :

Provisions of the first of six constitutions which have governed the people of Florida established the Clerk of the Circuit Court as an elected public trustee, and set in place at the county level a system of "checks and balances" which has been proven by time and fact to have served the public well. The Office of the Clerk is a complex organization that performs a wide range of record keeping. All information and financial management tasks in the Judicial System and County Government are kept. The Clerk is charged with a number of administrative responsibilities essential to the efficient accomplishment of the judicial and executive functions of the Office of the Clerk of the Circuit Court.

Duties are vested in the Clerk by the State Constitution, and are implemented and expanded by numerous state statutes, regulations, county ordinances and judicial orders. With Article V freshly underway, it is important to have a Clerk with experience at the helm. In essence, on July 1, 2004, the Clerks of Court, for court-related functions, became self-funded. Harold Bazzel certainly has a handle on what the revision to the State Constitution means to his office. “Having previously served the people of Bay County as Clerk, I know what needs to be done to insure that the Clerk’s Office retains the checks and balances needed to continue to operate within the parameters of the new laws.”

“I am committed to the job my office performs within the court system. If my office has as much as a hiccup, the effects can ripple through the court system and create an impact in all the other offices. In making sure that implementation of new laws created in response to Article V go as smoothly as possible, it is important that a person with experience and leadership is in the Clerk’s Office to make it a seamless transition,” states Bazzel. “I am actively working with the judiciary, the state attorneys, the public defenders, and the local law enforcement agencies as we move forward with the Article V changes. I am proud to report that after these first few weeks, all is well.”

Under the direction of the Honorable Harold Bazzel, the Bay County Clerk’s Office has been a leader in increased use of technology. Through sharing of public information via the Internet to a paperless court project that will streamline court processes, Bazzel is shown to be a forward thinker. “I want to make using the court system as convenient as possible.”

Having served Bay County as Clerk of the Circuit Court, and been actively involved in many community affairs, Harold Bazzel brings his many years of public service to the table. That experience has served, and will continue to serve, the citizens of Bay County well over the next four years.
