Hello, I'm Rick Barnett. I have had the privilege of serving as your Property Appraiser since April 2003. My desire upon taking office was simply to make a good Property Appraiser's office even better. And we have done just that.

We initiated efforts to ensure that Bay County seniors who are eligible for the senior exemption received it. We also realized not long after taking office, that certain classifications of properties were greatly under-assessed. Because of our desire for fair and equitable assessments, the level of assessment of these properties was adjusted to better reflect their market value. This action not only leveled the playing field, but provided additional revenue to the County and school system.

We have centralized departments resulting in a cost savings to the County as well as providing greater oversight of department duties. Technology plays an important role in today's offices. In recognition of this fact, the computers in our office have been upgraded. While the AS/400, which the office acquired from IBM several years ago, is still performing well as the office's file server, we recently added eighteen new personal computers and upgraded some software applications. Our field crew is now utilizing laptop computers to more accurately and quickly perform their tasks. The office's new website, baypa.net, has received state-wide recognition. It has been redesigned and enhanced to provide greater public access to tax roll information, aerial photographs, flood maps and research tools.

But as beneficial and necessary as technology is in today's workplace, the essential ingredient to the successful operation of the Bay County Property Appraiser's Office is its dedicated and knowledgeable staff. In recognition of this fact, we have increased the employee education portion of our budget by 300%. The changes and improvements that have taken place in the office are the result of 37 employees working together as a team.
