Jim Barr, of Panama City, announced his candidacy for Superintendent of Bay District Schools, Monday, April 5th. Jim believes the chief mission of our schools is to promote the worth and dignity of every child.

The focus of Barr's campaign will be inspiring leadership, practical vision, effective communication, and fiscal responsibility. Barr holds that the Superintendent of Bay District Schools must provide a clear vision for the future. Jim promises to guide the district from a position of action, rather than reaction. He fully recognizes the importance of raising employee morale as the primary means of enhancing productivity. Jim takes great pride in his ability to motivate employees by treating them as professionals, recognizing their concerns and frustrations, and letting them know that they are supported and appreciated. He will work diligently to provide adequate compensation for all Bay District employees.

Barr seeks this opportunity because his life's mission is to help improve the lives of others, particularly young people. Jim's leadership can, and will, make a meaningful difference in the quality of our children's lives, during both school years and beyond. Barr's academic training and practical experience, working at every level of public education, will make Jim an effective and productive superintendent of schools.

Barr believes that our students are our most prized possessions and that they should be provided with the opportunity to reach their maximum potential, whether it be preparation for college or to become gainfully employed. Likewise, our teachers are our greatest resources, and they should be protected, assisted, supported, recognized, and adequately compensated. Our schools are only as strong as our principals, and these leaders should be supported in their role as on-site managers.

Additionally, Barr wants to see area schools become centers of life in our communities. Everyone will benefit from such a planned partnership. Community resources can help schools, educators, and students better fulfill their goals. Businesses, religious bodies, fraternal organizations, and other groups can become partners with our schools in the education of our children.

Fiscal responsibility guides Barr's leadership plans. With an annual budget in excess of $200 million, the school district must take great care to spend tax dollars wisely. For Jim, teacher salaries are of the highest priority.

Barr believes the current quality of the Bay County School system is a credit to classroom teachers and local school administrators. The achievement of "A" school grades by the majority of Bay County schools is due to the hard work and dedication of these local school leaders. Jim will continue to support these educators by providing necessary resources and promoting creativity and freedom in classroom teaching.

Barr, a registered Republican, is a life long educator, having served as a teacher, a coach, a principal (8 years), a district budget director (3 years), and a two-term school superintendent (8 years). For the past 4 years, Jim has acted as the Coordinator of Education Programs in the Lifelong Learning Division of Gulf Coast Community College. Jim holds degrees from Carson-Newman College (B.S in Biology) and East Tennessee State University (M.S. in School Administration and Supervision).

Barr has two children and two grandchildren. He is a member of First Baptist Church of Panama City and the Rotary Club of Panama City Beach.
