A Message From Sam...

Thank you for taking the time to view the site. This information is provided to help you make the right decision when electing the next Sheriff of Bay County in 2004. After nearly 24 years of continuous, loyal, dedicated and progressive service, I would like to be your next Sheriff.
You deserve to have a Sheriff you can talk to and one who has new ideas, and is focused on positive results for Bay County. I believe Albert Einstein was right when he gave his definition of Insanity: "Doing the Same Things Over And Over and Yet Expecting Different Results". We must be more creative in solving problems.
Currently, I am the only candidate that has trained other law enforcement agencies on how to implement Community Oriented Policing Services. I am also the only candidate who has trained to manage, motivate and inspire employees.
The Bay County Sheriff's Office has approximately 300+ employees. Citizens of Bay County need an administrator, an executive coach and someone who knows how to stretch resources, and not simply another COP. In Springfield we are so committed to this philosophy we have the Community Oriented Police message displayed boldly on all of our police vehicles. Community Oriented Policing requires working directly and cooperatively with the general public to identify and solve problems in their community.
I know all this sounds good, but am I for real? What you see is absolutely what you get. Just talk with anyone who has known me throughout my career. I challenge you to talk with citizens who live in Springfield, and who have seen directly what we as a team have done to make the community safer. I urge you to talk with my staff, most notably when I am not around and they will tell you the results that have quietly taken place in Springfield. The changes occurred first, internally with staffing and procedures. Then we began to work directly with community members to solve quality of life issues. We have made tremendous use of innovation and technology to promote community oriented policing. I am not afraid to try something new to increase results.
I can mention a few things Springfield Police Department has done in the last three years to improve productivity and allow officers more time to interact with citizens. We are currently the only Bay County agency that is nearly paperless. All of our reporting and documents are computerized. We can send our documents anywhere with a click of a mouse. Traffic crash reports are available to citizens and insurance companies via website much sooner than by mail.
My philosophy is all about obtaining greater results by challenging procedures and processes that hinder productivity. Springfield Police Department is the only agency in Bay County that can send our total case files to the State Attorney's office electronically within minutes. Our documents, statements and photographs are digitally stored and retrieved as needed for court. This is merely a snap shot of the improvements made at Springfield Police Department. Our employees come first in the organization, and that results in greater customer service.
Our goal for the Bay County Sheriff's Office is the same as it has been for Springfield. Exceptional Customer Service, High Employee Morale, Use Innovation and Technology to Promote Community Oriented Policing and Promote Domestic Violence Awareness, and Education, Creating a Network of Organizations to Respond to the Epidemic of Domestic Violence. I am not afraid to stand up for what I believe in, even if it is not popular at the time. I will fight for what is right, and I will do what is right. Please make the right decision, for Sheriff of Bay County in 2004.
