CHIEF DAVID W. SLUSSER has a personal investment in bettering the future for the citizens of Bay County, their families, and their business and property interests. Since his first assignment as patrolman in 1973 to his present 11 year tenure as Chief of Police of the Panama City Police Department, he has been laying the groundwork for a police/community- based partnership in Bay County.

A COMMUNITY-BASED POLICE PROGRAM , armed with common sense and the moral leadership of Chief Slusser, the first to introduce this philosophy, ensures the expansion of basic human freedom. Our community will be stronger when it’s recognized that we are dependent on each other, responsible for each other, and committed to each other. Other programs, thriving today, based on Chief Slusser’s pioneering efforts include : The After-School Assistance Program, the P.C.P.D. Citizen’s Police Academy, community police substations, and enhancement of the Bay County Teen Court program.

WHEN ELECTED, he is ready to rise to the challenge of serving as your next Sheriff and lead with sincerity, compassion, and integrity. Chief Slusser noted, “Active listening helps to ensure that law enforcement is meeting the specific needs of residents, business owners, and visitors to our area..” These qualities combined with a tough attitude toward conquering criminal activity and conviction, makes him “ the right choice” to lead the Bay County’s Sheriff Office into the future.

THANKS TO CHIEF SLUSSER’S tenacious efforts, the present PCPD and citizens are enjoying over $2 million dollars of federal and state grant monies, thus softening the impact on local taxpayers. This money was used to hire and better train new employees, update equipment, and provide funding for successful local police sponsored programs. Overseeing a current budget of over $8 million dollars and the largest Municipal Law Enforcement Agency in the county with 151 employees, Chief Slusser is clearly the qualified candidate. He has the experience, formal education, and career training to have the greatest impact on ensuring safe neighborhoods by expanding his successes to all areas of the county.

GOING TO THE POLLS PREPARED gives you and your families a chance to make a difference. It is alarming that many Americans have turned away from their most fundamental duty as a citizen - voting. Bay County will soon experience a tremendous increase in population. We must be prepared for this unprecedented growth in the near future. It has been said....”change is inevitable, progress is optional.” When elected Sheriff, Chief Slusser will combine his unique background that includes experience with public officials, finance management, and law enforcement to safely and economically keep Bay County on a path to achieve great things in a safe environment. Planning and vision is an essential process to ensure our growth does not come at the expense of our safety. Slusser is committed to this planning process.

KEEPING THE CRIMINAL ELEMENT OUT of our neighborhoods is of paramount importance to Chief Slusser. He stands firmly on his belief that police officer and deputy training must take precedence over all other objectives. On and off-site career oriented training for first year as well as veteran officers ensures the conduct of personnel is professional and courteous. As a reflection of Chief Slusser’s dedication to professionalism, the PCPD became the first law enforcement agency in the panhandle to achieve both State Accreditation and nationally recognized accredited status in 2003.
