Bay County Voters,

A call for change is sweeping the country and through Bay County. People of all political persuasions want a government they can believe in, that they can trust, one that works for THEM, not special interests, and one that they can be a part of.

I have the knowledge, experience and ability to help bring about the changes that our citizens want and that our community needs - change that protects our quality of life, uses our tax dollars responsibly, and gives our citizens the respect they deserve.

My public service as a 30-year employee of the US Air Force makes me uniquely qualified to serve you in this time of monetary constraints. As a contracting professional, my duty was to protect the Public’s interest, the Public’s money. I will do this for the taxpayers of Bay County, following the same principles I acquired in my Air Force position.

“Public office is a public trust.” Bay Countians should be able to trust their elected officials to always do the right thing for our community. My first action as your commissioner will be to introduce a STRONG Ethics Ordinance that will hold county officials accountable to the citizens.

I have proven that my loyalty is to my community, not special interests. I have no ties, owe no debt to the entrenched clique, nor would my livelihood depend on my votes. Follow the money. I will accept no donations from anyone doing business with or expected to do business with the county.

Some of my plans for serving the Public:
*Implement Fraud, Waste and Abuse Program to identify/eliminate wasteful spending.
*Use competitive bidding to the maximum extent; prohibit design-build and cost-plus contracts, use cost analysis on negotiated acquisitions.
*Employees are the best source for ideas to operate most cost-effectively. Implement "Suggestion Program" to encourage employees and citizens to submit ideas.
*Streamline functions, eliminating unnecessary policies and regulations without degrading services or products.
*PARTNER with municipalities to COOPERATIVELY consolidate services and growth management.
*Stop the Lip Service and forget the ‘Field of Dreams Airport’! Make economic diversification and better jobs top priority NOW.
*Establish "Transparency" through a public records policy that makes all of YOUR records easily accessible and online - contracts, all financial records, etc,; post meeting agenda a week in advance to give citizens better opportunity to participate in decision-making.
*Establish a Citizens' Bill of Rights, including right to speak on every issue at public meetings; eliminate arbitrary/illegal time limits on speech.
*Explore charter government to give voters ability to remove elected officials who violate the Public's trust.
*Alternate day and evening meetings so working people can attend.
*Demand audit of property tax assessments beginning 2005 to ensure everyone pays their fair share - no more, no less.
*Protect our neighborhoods and natural resources through enforcement/enhancement of the comprehensive plan.
*Ensure growth occurs at the right place, at the right time and pays for itself.
*Expand Recycling Program to pay off incinerator debt and curtail burning.
*Establish full garbage/debris service, not one-fits-all, high-cost mandatory service.
*Replace unfair stormwater tax with fee based on impact.

VOTE SMART. Look beyond party lines for the best person who will bring the needed change to the way we do county business. Look for the candidate with a proven record of public service and that you can trust with your quality of life.
